Happy Spring Everyone! My name is Beth Gaertner and I serve as the Director of Education at the Stout Vocational Rehabilitation Institute. I would like to start this Spring edition of the 2024 newsletter by spotlighting the 2024 Innovation Inspiration Expo. SVRI kicked off 2024 with another successful virtual conference. This year was the 3rd annual Innovation Inspiration Expo and was hosted by SVRI staff January 17th and 18th. Our goal when creating the Expo was to provide a virtual forum for sharing innovative and creative solutions in vocational rehabilitation. The hope every year is that we hear about innovative practices from around the country led by people at all levels of their organizations. Some highlights from the 2024 conference include:

  • 7 live presentations
  • 12 on-demand presentations
  • 43 presenters from Vocational Rehabilitation agencies around the country
  • 6 sponsors
  • 203 attendees from 33 U.S. States and Territories
  • 113 individuals received CRC continuing education hours

I would also like to take a little space in this newsletter to personally thank several incredible groups of people who were involved in the 2024 Expo.

First, I would like to thank our sponsors – Alliance Enterprises, CSAVR, Outlook Insight, University of Wisconsin – Stout, and the National Training Center for Transformational Rehabilitation Leadership. Without the support from these organizations, we would not be able to provide such a dynamic and high-quality conference.

I would also like to extend my thanks to the 43 different presenters from across the country. This group has such an incredible wealth of knowledge, and we truly appreciate the time and care you took when putting together your presentations and sharing your expertise. 

Finally, I would like to thank the SVRI Expo Team. Jenn, Erin, Beth, Brianne, Christine, Angela, and Kyle – The support, knowledge, and humor shown by this crew are invaluable and SVRI would not be the same without you. You were so patient and understanding as I fumbled through leading the Expo for the first time. Thank you for sharing all the highs and lows of this process with me.

SVRI’s student employee takes second place in the WiSys Big Idea TournamentImage of the eight person team at Idea Jam

At the "Ideation Jam" and "UW Stout WiSys Big Idea Tournament Pre-Qualifier" events that occurred in March of 2024, University of Wisconsin Stout student Ayden Goslawski and his team achieved second place overall. He shared his insights on the event: “Every day of the event was full of gaining invaluable advice, networking with existing professionals, and working intently with my great team. The event highlighted and assisted our team in every step of the way to bring our business idea to life; from narrowing initial ideas to how to present our final presentation, there was always help available. Even for those not planning to start a company, I think what is learned and the experiences gained at this event, or even things similar, are beneficial for anyone's professional growth and development. The event concluded with non-competitive pitches, where constructive feedback from a professional panel of judges only fueled inspiration and allowed for more networking opportunities. Despite not advancing to the state level, my team and I left the event motivated to turn our ideas and projects into a reality.

In a gesture to pay homage to local pioneers, the Menomonie Plan Commission has proposed a significant change renaming Lookout Road from Schneider Avenue to US Highway 12 as Hoffman Street in the cite of Menomonie, WI.

The decision was steeped in honoring the lasting contributions of Dr. Paul R. Hoffman and Mary Ann Hoffman to the fabric of Menomonie. Dr. Hoffman, remembered for his influential roles as a Professor and Executive Director at the University of Wisconsin-Stout Vocational Rehabilitation Institute (SVRI), played a pivotal part in establishing the Stout Technology and Business Park. Meanwhile, Mary Ann Hoffman, known for her tireless advocacy for the disabled community, notably attended the historic signing of the Americans with Disabilities Act at the White House in 1990 during her tenure as a Peer Advisement Coordinator for the Center for Independent Living. SVRI CONTINUING EDUCATION UPDATES

SVRI continues to collaborate with the Wisconsin Division of Vocational Rehabilitation (DVR) to bring employers and vocational rehabilitation professionals free virtual training focused on the recruitment and retention of individuals with disabilities. This training focuses on four key industries: manufacturing, construction, information technology, and healthcare. Presenters discuss common myths about hiring individuals with disabilities, universal design, accommodations unique to each industry, and the benefits of working with the Business Services Team at Wisconsin DVR.

Training sessions from the manufacturing, construction, and information technology sectors are available via our on-demand recordings housed on our website. Our last live session, focused on the healthcare industry, will be hosted on June 13th at 10:00 am central time. Registration is open and we would love to see you there!

Are you preparing to take the CRC Exam? Do you feel stressed and overwhelmed by this process? If the answer to either of these questions is “yes” consider joining us in the CRC Exam Preparation Workshop! The workshop presents video and written modules on all domain areas covered by the CRC Exam. Additionally, we offer participants practice quizzes, discussion boards to connect with other participants, and virtual study halls with the course facilitator.

The workshop is accessible online and allows participants to engage with the materials at their convenience, anywhere they have an internet connection.

For optimal preparation, we strongly recommend confirming your registration for the CRC exam before enrolling in this workshop.

Quality Management Certificate

SVRI is excited to announce a new continuing education initiative! In collaboration with the UW-Stout Continuing Education Department we are building a certificate program focused on Quality Management. This course will focus on planning, executing, and evaluating quality assurance practices within an organization. The course will be offered virtually through the campus learning management system. Currently, the course is in the development phase and will be rolled out in the Fall of 2024. If you have any questions about this exciting new project, please reach out to Beth Gaertner at

On April 18, 2024, twelve Vocational Rehabilitation Professionals completed the Certified Rehabilitation Training program and presented their capstone projects in Woodbury, Minnesota. We were all happy to see their passion for their profession, and for the individuals they serve, come across in all aspects of our time together in this course. The future of VR is in empowered hands. Congratulations to our newest Graduates!

Additionally, while we are currently supporting twelve more VR Professionals from Minnesota on their journey to becoming Certified Rehabilitations Leaders (CRL), we are preparing to welcome another group from Minnesota who will begin their journey at the end of May.

The National Training Center for Transformational Rehabilitation Leadership is dedicated to revolutionizing the vocational rehabilitation field. Our comprehensive training program equips participants with the skills and tools needed to lead continuous improvement efforts, enabling their organizations to tackle the challenges of the future while addressing the career aspirations of individuals with disabilities.

SVRI SERVICES UPDATES

Eligibility and Order of Selection Unit (EOS)person sitting in front of laptop looking at camera

The EOS Unit, responsible for managing eligibility determination cases, has experienced a notable surge in its workload over the past few years. According to recent data, the unit saw a substantial increase in case numbers from 2022 to 2023, with figures rising from 8,885 to 11,265 respectively.

Further analysis reveals that the momentum has continued into 2024, with the first quarter alone showing a spike of 469 more cases compared to the same period in the previous year. In response to this surge, the EOS Unit has taken proactive measures to ensure the efficient handling of cases.

Over the past year, the unit has recruited nine new case facilitators, augmenting its workforce to better manage the increasing caseload. Additionally, recognizing the need for enhanced services, the EOS Unit recently launched a Vermont HireAbility contract in early April 2024, focusing on eligibility referrals.

This strategic move not only signifies a commitment to meeting the growing demands but also positions the unit in a unique growth capacity, ready to address the evolving needs of its consumers. As the EOS Unit continues to adapt and expand its services, it remains dedicated to providing effective solutions and support to those it serves.

Success Story

In the midst of this expansion and heightened activity, the EOS Unit received a heartwarming success story from V.H. of Madison, WI. V.H. reached out to express gratitude to Dawn Anderson, one of the unit's dedicated case facilitators, for her invaluable assistance in gaining acceptance into the DVR program.

In V.H.'s own words, "With her professional and patient advocacy, she has changed my life for the better. I can’t express my appreciation enough." V.H. is currently in the early stages of engagement with a counselor at DVR and feels supported, describing it as a "lifeline" that allows for continued work and quality of life.

This success story serves as a testament to the dedication and effectiveness of the EOS Unit's staff in positively impacting the lives of individuals within the community. Kudos to Dawn for her outstanding commitment to making a difference!

Project SEARCHProject SEARCH graduation invitation

Project SEARCH, a program dedicated to providing internship opportunities for individuals with disabilities, is celebrating significant achievements as it prepares for future endeavors.

This year, nine interns are set to graduate from the program, marking a milestone in their journey toward independence and professional success. Notably, as of April 26th, over half of the interns have already secured employment either within the community or on campus, showcasing the program's effectiveness in facilitating meaningful employment opportunities.

Looking ahead, Project SEARCH is excited to welcome ten new students from various funding sources for the upcoming year. These students hail from the Chippewa Falls Area Unified School District, Menomonie School District, Elk Mound School District, Boyceville School District, and TMG-IRIS, demonstrating the program's commitment to inclusivity and accessibility.

In addition to its core initiatives, Project SEARCH is gearing up for further growth and development. Plans include the establishment of new internships and the formation of a Business Advisory Council in the coming year. These initiatives aim to strengthen partnerships with local businesses and organizations, fostering a supportive environment for interns to gain valuable skills and experiences.

As Project SEARCH continues to thrive and expand its impact, it remains dedicated to empowering individuals with disabilities to achieve their full potential in the workplace and beyond. Learn more about Project SEARCH. 

SVRI RESEARCH UPDATES

Registration is Open for the National Symposium on Quality Employment 2024!

The symposium is hosted by the Vocational Rehabilitation Technical Assistance Center for Quality Employment (VRTAC-QE). The theme this year is, “Partnerships Across Rehabilitation Research, Employment, and Empowerment".

This FREE event is taking place May 22nd and 23rd, 2024 at the University of Wisconsin-Madison. In-person and virtual participation options are available, with CRC continuing education credits offered for both.

We encourage you to join us for this exciting opportunity to learn about contemporary innovations fostering quality employment outcomes and connect with colleagues from around the country. New Research Articles Available in the Rehabilitation Counselors and Educators Journal (RCEJ) and the Journal of Vocational Rehabilitation (JVR)

Through our research efforts, members of the SVRI team actively contribute to the development of articles published in peer-reviewed journals. The aim is to share what we are learning through research to help inform practice and policy development in your organizations. Here are two recent articles that you may find interesting.

The Influence of Demographics and Workforce Innovation Opportunity Act (WIOA) Employment and Training Services on Employment Outcomes for Teenagers Receiving Supplemental Security Income (SSI) and Their Parents

This study evaluated the impact of WIOA-funded employment and training services on the employment outcomes of transition-age youth and their parents. Findings suggest that the coordination of employment-focused services, specifically vocational rehabilitation (VR) and other WIOA employment and training services, leads to increases in employment outcomes.

Promoting Quality Career Pathways for Individuals with Disabilities Through the Public Vocational Rehabilitation Program

This paper provides a comprehensive examination of the integration of Career Pathways within VR, emphasizing its significance in aligning vocational goals with evolving labor market demands. Researchers synthesized innovative Career Pathways initiatives introduced by the Rehabilitation Services Administration (RSA), specifically highlighting the RSA Career Pathways Demonstration Initiatives from 2015 to 2019 and the ongoing Disability Innovation Fund-Career Advancement Initiative Model Demonstration Project. Discussion centered on strengthening Career Pathways approaches within VR through the development of high-quality Individualized Plans for Employment (IPE) and program evaluation and included.

Sarah is a Case Facilitator at the University of Wisconsin-Stout Vocational Rehabilitation Institute (SVRI), working with applicants to determine eligibility for the State of Wisconsin Division of Vocational Rehabilitation (DVR) program. She worked for the State of Wisconsin-Department of Corrections for 20 years. Sarah earned her bachelor’s degree in criminal justice from Winona State University in 2001

Kelly is a Case Facilitator at the Stout Vocational Rehabilitation Institute (SVRI). Before joining SVRI, she was the owner/administrator of a group childcare for 14 years, worked as a case manager for the homeless population, and was a start-up coach for Wisconsin Early Childhood Association helping to license family and group children care providers.

Kelly has a Bachelor of Science degree with a concentration in Human Services. She is married and has three grown children. In her free time, she enjoys traveling to the beach with family and ocean fishing.

Chase is a Case Facilitator at the University of Wisconsin-Stout Vocational Rehabilitation Institute (SVRI), working with applicants to determine eligibility for the State of Wisconsin Division of Vocational Rehabilitation (DVR) program. Before joining SVRI, he worked as a Vocational Coordinator at Aurora Community Services. Chase graduated from the University of Wisconsin Eau Claire with a Bachelor of Arts degree in Criminal Justice. He enjoys watching sports, playing video games, and cooking in his free time.

Janee is a Case Facilitator at the University of Wisconsin-Stout Vocational Rehabilitation Institute (SVRI), working with applicants to determine eligibility for the State of Wisconsin Division of Vocational Rehabilitation (DVR) program. She provides clinical experience through her work at a residential treatment facility assisting a variety of youth experiencing mental illness. 

Her passion for helping her community has led to a variety of non-profit projects ranging from coordinating a community garden in an urban food desert, to serving on a board as Treasurer. In her free time Janee enjoys playing rugby with the Chippewa Valley Vipers, traveling, and spending time with her wife and two cats.

Janee holds a Bachelor of Arts degree from the University of Wisconsin-Eau Claire in Criminal Justice.

Donna is a Case Facilitator at the University of Wisconsin-Stout Vocational Rehabilitation Institute (SVRI), working with applicants to determine eligibility for the State of Wisconsin Division of Vocational Rehabilitation (DVR) program. Before joining SVRI, she was a Case Manager with a managed care organization. Donna graduated from the University of Wisconsin-Stout with a Bachelor of Science Degree in Vocational Rehabilitation with concentrations in Social Work and Psychiatric Rehabilitation. She enjoys knitting, year-round outdoor activities, attending community concerts, and spending time with family.
